New Texas Solar Rules Start September 1

Texas is imposing new rules on residential solar sellers beginning September 1, 2026. Most solar retailers and salespeople will have to register with the Texas Department of Licensing and Regulation.
The changes come after major turmoil in the industry. Industry reports say more than 100 smaller solar companies have closed in recent years, and at least 16 major solar companies filed bankruptcy in 2023 and 2024.
Texas homeowners now get more time to reconsider a residential solar deal. While Texas’s traditional door-to-door sales law generally provides a three-business-day cancellation period, a new law gives buyers and lessees of covered residential solar systems five business days to cancel without penalty. The new five-day period applies to covered solar agreements entered into on or after September 1, 2025.
The new law also targets deceptive sales tactics, including false claims about government or utility affiliations and misleading promises about solar savings.
Before signing, consumers should ask for the salesperson’s TDLR registration number, read the financing documents carefully, and get important promises in writing.
